Help with ruffler foot

I'll try and explain, don't know of a site other than look on youtube.
One layer of fabric (the layer you don't want ruffled) goes under the whole foot. The layer you want to ruffle goes just under the 'teeth', between the 'base' and the 'teeth'. Most of the rufflers that I have seen the 'teeth' are black and a more flexible metal. The tab in the front that goes in the slots with numbers on it is the size of the ruffle or gather. The higher the number the more ruffle/gather.
Does that help any? If you try loading it when it's not on the machine you may have better luck figuring it out.
