Not really, some people make them coaster size, some large enough for their cup, saucer, spoon & a cookie/treat. Some are small placemats. Some swaps dictate a specific size range for the swap. But, it deem people just make them the size they personally think is right for their use. ( just a cup? Snack plate too? ) what ever you like.

There is no "standard" size. I usually make mine about 6" x 8".

No, there is not a standard size for mug rugs. If it is for a mug only, I make them 7" squares. You can add additional fabric to the side if you think they would like a snack to go with it.

I think, personally, it's smart to make them a size that makes it fairly clear they are not potholders -- so either more like a coaster, or closer to a placemat. When I hear people talk about the set of 6 matching potholders that their MIL made them which are really pretty, but everyone keeps burning their hands when they use them -- I think to myself -- mugrug, I bet.
