I have a Bartlett & CO . INC . Peddle . Never heard of the company .
Just what does the peddle do ? Is it an AC to DC converter ? Or just a potentiometer ? I have a multimeter to check .

That looks similar to the peddle on my older sewing machine that runs the machine. One cord plugs into the machine and one into the power.

There were a few sewing machine foot controllers that had similar plugs. I don't know the difference between a "Chicago Plug" and a "Manhattan Plug" but similar to what is shown in your picture. It looks to me like most of them, AC potentiometer. Try your meter on AC volts, scale to wall voltage. It won't hurt anything if it's DC output, the meter won't care. If you use the olms scales, be sure that the wire isn't plugged in! Foot switches usually just step down the line voltage.
