is this a chain stitcher?
 
I saw a photo of a machine for sale and am wondering if this is a fabled chain stitcher?

Also, how would it run; I see no hand crank; is it missing pieces and parts? It looks as though it was once a treadle, judging by the two holes towards the right of the base?

Yes, it is a Model 24. Goes in a treadle cabinet. Looks like most is there, except for the part that attaches to the front of the machine to protect the user from the treadle belt.

Would need to see the back to see if it is all there, though.

I sold one just like it, locally, to a member here.
