I recommend that you note which hole in the indicator dial (D) the thumbnut pin (C) is set in when you remove the thumbnut (B) so that you can use that as your initial tension setting. The manual then leads you how to adjust the minimum tension by shifting the pin hole(s) to the left or right. I found a what looked like a pencil lead point in there and the thread take up spring (N) was really dirty. Cleaned them up with a Q-Tip dipped in mineral spirits. Also be aware the tension spring (E) and stop washer (F) have to be put in with the proper side up and in.

Ooh - I've been having the same problem. I noticed that raising the pressure foot does not always disengage the tension disks. You can see them move if you watch. I have to use some extra pressure on the lever to raise the pressure foot - move it toward the machine. I plan to disassemble the tension disks and clean them. If that doesn't work, I'll be here asking for advice.

Tensions are all different. Some tensions have a little piece that goes between the forks of the post for the pin to push against. If it is put in one way the tension works - the other way it doesn't hit. I'm not sure what machine you are trying to fix.
