I have a picture of how a Japanese 15 should look threaded but it won't load on here, sigh.
If it is not threaded through the tension right - it won't work. Thread has to go across the machine, through the tension, through the spring then up over the tension bar (if it has one), through the take up lever and on down through what ever thread guides then into the needle from the left. The needle has to go in according to the manual.

Try checking the pressure regulator on the top of the machine above the pressure foot.
