We only have that style light on the 99 but I didn't have a problem taking the lens out by pushing it in and twisting.

I think what is missing is the spring ring under the lens. I finally got one that has a complete light like the OPs and under the lens is a springy ring of some sort. I haven't removed it yet to look at it. Those I had to take apart had no ring and I had to improvise.

Pat or pinkCastleDH, you might post a pic of the lens and what ever is under it for us.

Joe, Still...no camera! Anyway yeah, it's a wavy, springy washer (pushing against the lens & the ledge behind it)...& it's probably about 3/16" high. That's all that's in there & without it, the lens would just fall out. It is a strong spring & you have to push the lens in evenly. And rubber gloves help if the lens doesn't want to turn.
