Questions about and trouble with "the method" of machine refinishing

Hey all, this is to anyone that has done Glenn's method of french polish on the shellac and Japan black old machines.
I have that old European ( 1929 Wittenberg ) singer 103 (industrial) and it had a lot of area's where what I though was shellac was dry and flaked off. I spent a lot of time last night trying to correct this and I ran into some problems. Using the Denatured alky and Boiled linseed and a soft cotton cloth.... the rubbing produced no tackiness and resulted in little piles of flakes kind of building up , the old finish was not melting and redistributing it was just continuing to flake. Am I doing it wrong ? did I not do it long enough or are the Euro machines finished in something else.

Any thoughts or tips would be appreciated.

Dan
