I would sew it to a fitted sheet. This is how all the dust ruffles are made for my beds. They cost more but worth it over the years. No pins, screws, velcro or any hassle washing and putting back on. They don't twist or move or overhang on one side. I bought neutral colors so I could change the bed linen colors. They are years old and still hang straight and look fine.

When I had a dust ruffle on my bed (pre-male dachshunds), I used Velcro and it worked great. It was easy to get the dust ruffle off the bed without having the move the whole king sized mattress. It's what I'll do again if I ever have fewer male dachshunds and a dust ruffle.
