I understand your cousin's excitement. I found my birth family back in 2001. I have met 3 of my brothers, (I had 7) and one of my sisters (I had 3). Both my birth parents had passed, so I never had the chance to meet them.

In regards to birth certificates, some states now allow the adoptee to get their original certificates. Others, like Florida where I was born, only give you an "amended" certificate which shows you being "born" to your adoptive parents. Most states have reunion registries, but all parties (parents and child) have to want to be reunited.
