Does anyone know why jello gets rubbery on the bottom when it sets to long? This always seems to happen to me.
If you don't get the jello dissolved 100% before adding the cold water it will do that. It takes a lot of stirring to get it dissolved. That's my best guess. The other reason may be the moisture level gets low so the heavy gelatin will settle.
Stir it with a stainless steel spoon. If any grains are on the spoon, it has not been stirred enough. Those were my mother's instructions.
