The skirt must be on the person. I have one hip higher than the other and I have a prominent tummy and a flat behind. I must have the garment on to use my hem 'squirter" to get the proper, even length.

The skirt must be on the person. I have one hip higher than the other and I have a prominent tummy and a flat behind. I must have the garment on to use my hem 'squirter" to get the proper, even length.
If you haven't already cut the bottom off, I would measure the amount from the waist and mark with a pin or chalk. I would then measure from the bottom hem up to the chalk mark and use that measurement all around the skirt. This is how I shorten my son's pants into shorts.
