This financial crisis is forcing State and local agencies to make some tough decisions.

If things continue for much longer, there's a real risk that we may have to lay off Jose.

this is perfect example ! but you forgot one person.. the sidewalk engineer ! ha ha
"sidewalk engineer" the guy that stands there and tells everone he knows what to do, how to do it and how long it will take.

That's how things are done here too. No wonder it takes a year to build a 15 ft bridge or a 10 ft section of sidwalk.

true, even in the hospital system in which i work. they are letting people go, not replacing them, and the number of "managers" keeps getting higher and higher. sad, this. i envision a day when we will be like the third work nations, where you have to bring your own sheets, your own family to care for you, and meals will be prepared by your family on a charcoal grill in the hallways... but there will be lots of managers supervising all of the activity!
