What does 'locked' mean ?

the rules are long, very long. i try to read them but by the time i've scrolled and scrolled, i've forgotten what i read!!
there was one posting i almost asked to be locked. it was getting way off course.

you wouldn't believe how many people will post something any reasonable person would identify as outrageous and try to justify it with "it doesn't say in the rules that we can't do that".

so ... the rules are looooooong. :lol:
