For this, contact one of the Mod's, there are usually atleast a couple online. They can answer your questions. They are the ones who's names are highlighted in the list of members towards the bottom of the main page of the forum.

If you go back and re-read her request, she is asking about how to post a message for help with a charity event; thus list it on the board. That's the list/message/post question she is asking about.
