No Goodwill within 100 miles, or I'd be there in a heart-beat with a big stick! :-)

I never heard of that type of outlet. As far as the Salvation army stores here they ship all donations they receive here to a larger city then send back items to be sold here. Apparently they keep all the good stuff, sewing machines, good blankets, good toys, etc in the cities. Never find any of that here. After I donated thousands of dollars worth of toys in practically new condition to one near me, I never saw any of it on the shelves, so I finally asked a worker. They leave the best items in bigger areas where the items move faster. I haven't ever found any fabric for sale in them either. Note: I no longer donate good items to them, now it goes to other places where I know it remains in the local area where there is a huge need.

Goodwill has billboards up around St. Louis announcing their outlet store "by the pound" will open on May 5th.
