It is very important to measure the quilt ACROSS THE CENTER and cut the straight border to THAT EXACT dimension. Pin well and ease in any difference, keeping the fuller parts on the bottom of the machine when sewing the border on. Do this to the two opposing sides, press and then measure ACROSS THE CENTER in the other direction. Follow the same rule.
If you miter the corner, you need to mark the length of the measured length and leave enough for the miter on either side. Pin the border from marked edge to marked edge and sew the border on, leaving 1/4" at each corner. Do this around all 4 sides and follow miter sewing rules.
I strongly recommend that you do not skip the measuring step; it will help with a much flatter quilt.
