I would like to make this block for a row robin I am in but I am not sure how to make it. Is it paper pieced?

Looks like a variation of a drunkard's path block. The quarter circle parts are pieced then attached to the larger piece. You could also just make a circle block and applique it to the cackground of the 4 fabrics sewn together.

Or, if you're asking how to get the wedges and arcs pieced, paper piecing or using a foundation would probably be easiest. Once those are pieced, they will assemble like a drunkards path, as has already been pointed out.

What I wonder about with a block like that is how do you get it really flat with all those seams??

I made just one block (wasn't my thing) to see one day and I pressed every seam open.

I imagine the seams pressed to the side so that they can be swirled in the center. And then roll over it with a steam roller.
