Either one can cross over the lines if that's what you want on your quilt. I looked them up in the dictionary and of course the definitions were not in sewing terms but they still seem to make sense. 1. You can stipple as close or as far apart as you like.
Meander: Permission granted to cross those lines.

I would really recommend doing some practice on paper or a white board. I was trying to do a non-crossing meander but kept meandering myself into a corner. It really helped to practice with a whiteboard! I would draw a square, rectangle, triangle etc. then practice. I also would just start in the center and see if I could cover the whole board. I used a 12X18" board, a pad of newsprint paper this size would also work.
