Either one can cross over the lines if that's what you want on your quilt. I looked them up in the dictionary and of course the definitions were not in sewing terms but they still seem to make sense. Does anyone know for sure?
Stipple: Do not cross previous lines of stitching.
1. You can stipple as close or as far apart as you like.
Meander: Permission granted to cross those lines.
