This is how I do mine, but I use one of my square up rulers, use masking tape for the diagonal lines, then just cut with the ruler rather than marking & cutting. Draw your block on paper to decide how much you want it to tilt.

Not seeing where it tells size of block to use or size of borders on the block?

The way shown in that video creates a lot of waste. There is a way to cut two rectangles, then cut them again diagonally and sew them on, creating the tilted border with no waste. I did a quilt that way, but don't remember where I read the directions. If you keep looking online for tilted block sets I'm sure you will find it.

just make sure the center square is cut larger... it is very forgiving and no waste at all.

I make the border part a smidge larger than needed, cut the first square, then use the cutoffs to make the next square. There is some waste because you trim down to size, but you don't really loose those big triangle pieces.
