Yes I also know this block as Grandmother's Fan. You have so many different layout possibilities with this block. I even know of one that uses the 1/4 circle as a sitting cats body with a little applique head and tail. It is Janet Klimes pattern. So if your Darling grand niece likes cats that may be a cute option for these blocks.

since you have only 22 quarters, i would use them on point to get the most mileage out of them. at that small size, they won't go very far straight up and down unless you set them with a lot of setting blocks and wide borders. doing it that way, i think they'll get lost. even on point, you'll have to fill in and use setting triangles, but many less and there's a chance you could use them all. if you end up with one(s) that don't fit in, make that the label for the back.

With the blocks only you will have 24" x 36". I like to make larger baby quilts, but the minimum I would make is 36" x 48". This means you would need to add at least 12" with borders. You could sew the blocks all together and then add a 6 1/2" border, or you could do a 2 1/2" border with a 4 1/2" border. Ideas are limitless.
I think it would be cute to sew the blocks into groups of four to make the larger Wagon Wheel block, use 2 1/2" sashing with cornerstons, and then add a 4 1/2" border. The final size would then be about 38" x 52". So it depends on what size you want to make.
