My current project. a red, white and blue. #1 is how the book had it laid out but I saw another way #2 that created some different shapes. It also has the advantage of being able to have odd number of blocks across while #1 needs to be an even number.

Layout #1 really needs to be an even number of blocks across

Layout #2 has a strong diagonal direction which could also go in the opposite way too.

That's a tough one, but I lean towards the first layout, but I know what you mean about it dictating the number of blocks wide.

I also like them both. But after looking for awhile, #2 makes my eyes keep wanting to veer up to the right too much. So I say 1.

#1. It looks like you spent many hours making the stars, the other design loses that look.
