I actually bought mine in Home Depot and it was in the plumbing section. I would check the size of the belt first so you don't get the tubing too big to shrink tight on it.

I love this idea, thank you for it. I have never used the shrink stuff before, give me a chance to give it a try, I have a white belt that drives me nuts because of the noise of the ring.
