Do you want to frame each block before putting them together? So you end up with 4" between blocks when they are sewn together? Or do you want a 2" strip of sashing between blocks when they are all sewn together? Makes a difference.

I'm assuming you want a frame all the way around the block. Cut two strips 2.5" x 10", and attach them to opposite sides of the 10" square (blue strips in diagram below). Then cut two strips 2.5" x 14", and attach them to the top and bottom (green strips in the diagram). You will end up with a block 14x14" (13.5 x 13.5" finished).

For the non math oriented: (to make it look like the picture above) Use the sew and trim method:
1) Side Frames: Pick a strip longer than the block. Sew it to the Left side. Trim anything longer than the block. Repeat for Right side of block. Press.
2) Top/Bottom Frames: Pick a strip longer than the top edge of the block with the left and right frame attached. Sew it to the top (which is now the left frame edge, the top block edge, and the right frame edge) . Trim anything longer than the sewing line. Press. Repeat for Bottom Edge.

Jennifer23's description of how to do it was perfect...but cut the strips 14 1/2", not 14". Block will finish at 14" when blocks are sewn together. My question. How will you lay it out for 29 blocks? If you have 5 blocks wide by 6 blocks length, you will need 30 blocks. It will make a 70" x 84" finished quilt.
