Though not all Canadian stores cut FQs in the Canadian size.
Very seldom do you see it noted which size they are.

Even knowing this, I don't know how many times I have not checked ..... and was disappointed.

Only Liberia, Myanmar, and the United States still use Imperial measurements. The rest of the world uses Metric. If you are sending the FQ to a person in a metric country, I would cut length of the fabric 20 inches and then half the width of the fabric. This would be polite. That being said, when Metric country shop owners buy precuts for resell, it is most often in Imperial measurements as they originate in the US.

If I was going to buy a FQ in a Canadian shop that did their own cutting - what could I expect to get?

It really depends on the shop. Mostly I think they are cut at 18" length. Just one way for them to save. You can always ask before buying.

The shops in my area cut 20 x 21 (or WOF halved).

18 x 21 is the common measurement.
