Usually when I try to save a dollar I wind up spending more. I have the "stuff" that is made to put under rugs I bought at Lowe's, Just lay it down under rug and it never moves. Did not attach it. It can be cut to size.

Check your local craft store for a product they sell for putting on the back of latch hook rugs. You paint it on with a foam brush (when I am done with the brush, I just throw it away.). I tried using the product you have under my rugs in the kitchen and it did work for a while, until the dust got on it, and then it no longer worked.

Gnome--check out Northcott's panels of "villages" --race track, airport, harbor, town, RR yard & construction site--I used them for mats for my g-boys--sewed 3 together and backed with denim and quilted and they use that as a rug in their bedroom. I kept a couple and backed and they play with them at our house.

I got lucky and found some fabric with roads, road signs, pathways, houses, fire station, school, trees, ... the whole town street layout.. Made little boy quilts out of it -- charity quilts for Lionis (sp) (hospital quilts) years ago.

You might try liquid latex. I purchased a jar from Amazon. You just paint it on, nice and thick, let it dry. I've even washed the rug I put it on, but it wasn't felt.
