Just a suggestion if you're in doubt about an on-line merchant - you might check to see if they're rated in Reseller Ratings. This company you mention is not which simply means that they haven't been rated by anybody - again, doesn't mean anything bad.
Not all companies are listed, especially a lot of smaller ones. But we've used it a lot to make decisions regarding companies from which we purchase electronics and software.

Hmm, hate to mention this, but I'm guessing that Peter Rabbit designs are sold by license only because they are copyrighted. Seems odd that a small firm would have them, unless they are just rabbit designs.

I believe that Paypal will issue you a refund if this does not work out. I think you should allow them more time, I have never had a problem everntually getting my downloads from these types of sites. Their download procedures can be a bit complicated.

Do they have a phone number on their website? Have you tried calling them?
As someone else said, small business are often closed on weekends and if they have been busy, it might take them some time to get caught up on their e-mail. And of course, it is always possible that they could be having computer or e-mail issues.
We have had it happen that we answer a customer's e-mails - even multiple times - and our answers have not gone through. Spam filters, greylisting... any number of things can happen that are nobody's fault. Please give them some time and, when in doubt:
Don't be afraid to use the telephone. Even if it is old-fashioned.

sorry, i've not used them before. but if you can't contact them maybe you should file a complaint through paypal.

The name of the company is saveondesigns.com/. I finally have received the designs, after much "sqeaking" on my part. Has anybody heard of them?
