The presser foot will be higher when the needle is in the up position. So check its height when the needle is all the way down. It needs to be low enough to hold the fabric, but high enough to allow enough movement. On my HandiQuilter, we want the foot to only allow a business card between the foot and the needle plate.
Some other things that can cause nesting on the bottom, is a damaged hook or bobbin, or using the wrong bobbin.
