    I'm not sure but it looks like one where they twiddle or fold/sew down pieces of fabric [the blue] back over on its self to get that curve/arch.................cute quilt.

    I've never seen that design before. With all those curves, it must take a while to make.

    I can't figure out how she gets it from the straight lines to the "scalloped" shape??

    My guess - it's probably a technique similar to the 10 minute block.

    eta: and after looking at the link, I realize I was correct.

    According to the person who made the quilt, the pattern was published in The Quilter magazine, January 2003. Designer is Shelley Swanland.

    I do not think I have seen this pattern before but I do like it. Hope someone can tell you the name.
