Does anyone know if there is a ruffler foot attachment for the Singer 99?

Singer 99s take the very common low shank attachments. There are plenty of ruffler feet out there. IIRC Sew-Classic.com might have them, they also explain the differences in the various feet so you will know what to look for, or you can shop Ebay and the like.

Any low shank foot or attachment will work on the Singer 99s.
