I purchased a simple metal envelope/file rack at WM. I have the rulers sorted by size from tallest to longest to shortest. I know right where they are and can reach for one without looking if need be. Even with the taller rulers, it does not topple over. It sits at teh end of the cutting table against my notions drawers.
