it IS a matter of personal choice. you could make this whatever size you wanted! i have a 3" wide ruler i use for almost everything--but i used 2 7/8 for the litte squares & 7.5 for the outer strips & if you want to cut the whole shebang out at once, it's 10 3/8"
it's nice b/c i work w/ mainly scraps & if you have a piece of fabric to use, but it doesn't make 10 3/8, you can always cut the 7.5 and then cut the 2 7/8 from another piece.
i've cut separate pcs a lot for this! & have only used each color once.
