My initial thought is the stabilizer was not completely dissolved. If you've already washed it a few times, maybe letting it soak overnight with a little Woolite would help. I've only had bearding happen to me once - with a poly batt I got at a yard sale. I ended up melting the beards back in with a lighter, and it took a loooong time. That was a commemorative quilt (Hurricane Hugo) and was not going to get rough usage.
