What if you framed out what you already had? Just throwing this out for thought. What if you took a piece of material that would accent your scallops/prints and cut it wide enough to fill in your already scalloped area and add maybe 2" to it to frame out the original quilt. So outside of the scallop maybe 2" plus what you need to fill in the scallop (plus seam allowance). Then put right sides together and follow the scalloping on the quilt top for stitching. Then cut your 1/4" seam and open it up and between your scallop would then be filled in with say then a framing border of about 2". Then you could attach another wide border, so that it'll hang down to where you need it to and then scallop that.
