I have not used it, but there is a program called Inklingo that allows you to print the hexagon shapes directly onto the fabric, and cut them out with scissors.

But I think cutting squares sounds easiest.

And I have definitely used old rotary cutter blades to cut stacks of paper shapes for english paper piecing, and it worked great.
