Besides the simple motivation for having the contest as a marketing campaign, Hasbro did the competition celebrating the 75th anniversary of Monopoly.
It's an interesting social observation of small community ability to rally the troops and have lots of uptake in participation - I've seen it many times - in small groups, everybody has to roll up their sleeves to get stuff done.
