I have a family recipe for Mandarin Orange Cake that has a similarly sounding icing/syrup.

2 Tbsp Butter
2 Tbsp Cream or Milk
1/2 cup Brown Sugar

Heat to boil, then pour over hot cake (sometimes I poke holes in the cake). My husband loves how the carmelizes on the bottom and almost tastes like carmel. This recipe is only for a 1 round layer cake pan, so for a sheet cake you will probably want to double it.
