i use a very hot setting and press, i hold the iron there for a few sections, and then i lift the iron and move to the next section, i make sure that there is overlapping of sections when pressing with the iron.
This is how I do it. I have never had a problem with the fleece. Are you sure you are putting the fleece down first with the fusible side facing you and then laying your fabric on top of it and ironing it? You can't iron on the back side of the fleece, it won't stick. HTH
