They are a design to make it faster when you use the technique where you have one hand on top and one hand under the frame/hoop. You just pass the needle from one hand to the other through the fabric sandwich.. it's amazing how much time you can save by not "turning" the needle. It also helps to make your stitches more even once you get the hang of it.
