I think you're referring to paper piecing where paper is used as a template for cutting and sewing your pieces. As I understand it, in foundation piecing, you sew the pieces of your block (one-by-one according to your pattern) onto a foundation background the size of your block. I'm new at quilting, so maybe someone else could help me out here trying to explain the difference.
