You can use whatever you want in a quilt. when you are doing the swaps on the board, then they need to be 100% cotton. what you can afford and what you like is the key to what you use. But for that price, I would buy what you want out of it, gosh you could make a practice sandwich for quilting for just pennies. I have not done this yet, because I cant afford to waste anything.
