cross stitch patterns are usually made on a grid 1 stitch per square. I was thinking along the lines of one square of fabric for each square of the pattern. Using white or natural for blank squares in the pattern and the appropriate color of fabric to represent each stitch. I was taught to cross stitch by working in rows across the grid. So I would probably work the same way in quilting. Piecing the squares together one row at a time and joining the rows as I completed them. This is just my theory on how to do it, and someone more experienced could probably think of a quicker or easier way to do it.
