Texture Magic is a product you buy in a package...it's an acetate-type fabric (no idea what it's really made of) that you "quilt" to your fabric, and then shrink it with your steam iron. The TM shrinks up but your fabric kind of bubbles. I prefer to call it shrinky dink but it isn't really.
I suspect most LQSs now sell Texture Magic, or you can get it at shows. There have been other posts of people using it.
