I posted last week for help figuring out something and I'm so thankful for all of the replies. Now I have another question. I'm still working on this quilt pattern:

Until now, I've only cut and sewn together the blocks. Now it's time for the border.
The pattern says this:
3. First Border
Cut 6 - 2 1/2” strips.
4. Outside Border
Cut 6 - 5” strips
Is the dimension given for the length or the width of the strips, and how do I know the other?
