this is the way i did a quilt very similar to yours. i don't know if it shows, but i meandered around each quarter circle, then went in straight lines at right angles to each other in each alternate quarter circle. in the very center, i created a second circle that i left unquilted to give some surface interest. around the outside edge of circles, i followed the same pattern, but left out the puffy center.
