Go to the web site for your poice dept, and get some ideas there. For example, I went to the Minneapolis police web site and their motto is "To Protect with Courage. To Serve with Compassion." Perhaps you could design a quilt with some things related to the dept. Like a badge, a horse if they use horses, a german shephard. Use thier motto in big quilted letters. You could put in the Pal program, which is the youth program, and the poice band. Put in some things that reflect thier different programs.
