I think if you use multiple screw eyes across the top dowelling and hand with a matching number of picture hooks you should distribute the weight easily...not that I have actually tried it LOL!

What I can say is that more than two years later since I made this for my Mum, it still hangs perfectly square, non of the dreaded waving which happens when wall hangings are suspended from the top only ;)
My husband makes my hanging rod out of copper pipe which he sprays black to match the decorative ends. Way cheaper as some of the quilts hanging are hung lengthwise. I also add a pocket to the bottom with anoth rod (not seen) which eliminated any waviness. I do like your idea though!
