PUL is polyurethane laminated fabric which is used for making waterproof cloth diapers - by no means necessary for these snack bags
You can find PUL or similar fabrics (oilcloth or cotton laminate) at most fabric stores. Or you could try putting a used chip bag in between two layers of cotton as your waterproof layer.
