I did the same thing on my plastic folding table... the legs on the bottom of the table have a curve in them, and the PVC pipe wont go any higher than that curve. On the posted picture of the smaller table with straight legs, I think she used a bolt and nut through the pvc and that keeps the table legs higher. Correct me if I am wrong.

I recently got some wood look folding tables at Office Max. They have removable plastic caps on the bottom. I bought wooden dowels that would fit inside the leg. I cut them to the length I needed and then stained them brown, and then put the cap back on when I was done. You hardly notice them. Remember to consider the amount the dowel will go "into" the leg when deciding how long to cut them.
